I was referred to this blog regarding AB 2949 (Abandoned Animals) since I am the staff member carrying the bill for Assemblymember DeSaulnier.
If you would like I can clarify any questions you have regarding the bill. I know that some of your readers are concerned about the animals. This bill clarifies existing law and requires any person or private entity to notify animal control within 24 hours of discovering an animal or after being notified of an animal on the property. This bill would also reinforce existing statue where anyone who abandons an animal or knowingly restricts proper care of an attention to an animal is guilty of a misdemeanor. Under Section 597.1 of the Penal Code, animal control officials notified of animal abandonment have the right to immediately seize the animal or post a notice of the intent to seize.
